Frank retired as the Export Compliance and Licensing Manager for Raytheon Space and Airborne Systems in January of 2012 and is a Senior Consultant to the Trade Compliance Group.
At Raytheon, he was the export Compliance and Licensing Manager for the Electronic Warfare (EW) Group in Goleta CA, and was promoted to Manager of all of Space and Airborne Systems in 2009. He also directed the activities of 11 licensing officers in CA and TX, including license and agreement submissions and management, training, both internal to the staff and of the general population of Space and Airborne Systems population, internal audits, investigation of incident reports, preparation of draft Voluntary Disclosures, and monitoring of corrective actions.
Prior to Raytheon, Frank was with BAE Systems, formerly Lear Astronics, in Los Angeles. Frank started with BAE as a Senior Principal Systems Engineer in 2000. In 2002 Frank became the engineering advisor to the Export Compliance and Licensing team because of his global business experience and his MBA in International Business. Within a few months he was designated the Export Compliance and Licensing Manager for the Los Angeles office. While at BAE, Frank dealt with clients from Europe, Asia, Australia / New Zealand, and South America, both as an engineer, and a licensing manager.
Prior to BAE, Frank provided technical product support to a variety of aerospace and defense clients world wide, both military and civil, for Rockwell Collins, Titan, and Teledyne. Frank either provided, or directed the provision of spare parts, data, training, and technical support, either on site or remote, to foreign and domestic military, airframe manufacturers, and airlines customers. When hardware, data, services, or tech support staff were to move across borders, Frank ensured the proper documentation was in place for both US Customs and foreign customs to include the appropriate visas for traveling technical staff.
Prior to this Frank was a USAF F-4 WSO with detailed knowledge of all the aircraft’s avionics and expertise in EW and special weapons. Frank was also trained as a Communications Electronics Maintenance Officer.
Frank has a Secret clearance.
